		<description>It is essential for community cohesion that newcomers to this country are able to learn English in order to communicate with their neighbours and feel part of the Big Society.  If the Government want Integration - this is even more to the point.  Why then is the Government making it more and more difficult for people to have English classes by charging them high prices to attend colleges and community facilities for ESOL classes?</description>

		<description>The Minister talked about big society being a framework which could help neighbourhoods which have fallen behind to catch up, and that the new community rights outlined in the Localism Bill would help this. 

If we look at the three dimensions of power outlined by Steven Lukes, the new community rights and the big society as ‘an alternative to big government’ (David Cameron, Nov 2009) could be argued to be an attempt to redress power imbalances in the two dimensions of power which have been discussed by academics since the early twentieth century. I’d like to ask the Minister in what ways does he think the big society and some of the tools being developed under it address elements of the third dimension of power, how does the big society ‘framework’ tackle prejudice and discrimination which arise in part from the norms and ideologies in our culture and society? 

Also during the Interfaith event there was much mention of dialogue, including by the Minister. I’d like to ask if the architects of the big society in any way see it as something which encourages dialogue to bring about social change, dialogue which directly opposes the monologue of the culture of the powerful. And if so, how does the government envisage resources being available to local areas and organisations who can facilitate such dialogue - supporting people to value their own skills, knowledge and experiences, identify shared experiences and common issues, develop an understanding of how the external work operates and knowing where to go to make change?

Instead the Network has brought people together to look at issues together - like homelessness or recession support. It prompts the question; how does the minister want to see local faith networks contributing to cohesion in society? We&#039;ve got permission! What&#039;s the steer? Or is it over to us to say?</description>
